PROGRAM BACKGROUND
As the Syrian crisis continues, the number of refugees entering Jordan continues to increase overwhelming Zatari camp. UNHCR with the GoJ has decided to open another camp called Azraq camp in which IMC will be the sole provider of primary health services.
JOB SUMMARY
The primary function of the Site Manager is to provide operational and programmatic oversight of all camp-based IMC activities, inclusive of on-site supervision of staff, requisition of program supplies, maintenance of site-specific inventories, and general coordination of all IMC activities.
ESSENTIAL RESPONSIBILITIES:
This position will be responsible for the following in addition to capacity building of the Clinic Manager for the same:

  1. Site Management
    • Work with various programmatic and operational staff to ensure an appropriate level of logistical, technical, financial, managerial and administrative support to carry out activities • Contribute to production of proposals for new projects • Support logistical operations to procure and receive program supplies in coordination with the Program Coordinator and on-site program staff• Support the technical teams in ensuring all facilities in the field are well maintained and equipped through close coordination with logistics and other support staff • Work closely with Program Coordinators for effective implementation of programs and projects • Regularly update country office on progression of programs as per protocol • Assist with the development of future programs as needed • Work closely with Program Coordinators to identify and assess possible new geographic project locations • Maintain flexibility to take on added responsibility as and when needed
  2. Representation
    • Act as the liaison to other NGO agencies within the camp • Ensure maximum visibility of the agency amongst the NGO community • Contribute to the general coordination meetings and represent IMC in donor visits and orientations. Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
  3. Human Resources Management
    • Provide operational oversight of program staff to ensure smooth and effective operations • Assist in the development and provision of orientations for newly arrived staff to the field site • Ensure compliance to local labor laws including working hours • Ensure implementation of administrative and human resource policies and procedures • Maintain open lines of communications with all field staff.
  4. Training/Capacity Building
    • Determine training needs for subordinate staff, including those on Code of Conduct, SEA, etc. • Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs • Advocate and plan for professional development for subordinate staff
  5. Working Relationships
    • Maintain frequent communication with Program Coordinators to ensure program activities and objectives are communicated and implemented to the highest standard • Provide leadership in taking a constructive team approach to solving problems • Responsible for and work to improve overall team atmosphere and team building relationships • Attend camp coordination meetings which are relevant to site activities • Interface with national government, donors, and relevant agencies as necessary
  6. Security
    • Oversee security management for programs at site, inclusive of evacuation plans and protocols • Manage staff activities and vehicle movements • Ensures application and compliance of security protocols and policies
  7. Prevention of Sexual Exploitation and Abuse
    • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
    Qualifications:• University degree in International Development and/or in a relevant field of study
  8. • Three years experience in program management, logistics and security of which at least one year in developing countries or resource deprived environment
    • Supervisory experience preferred
    • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
    • Profound cross-cultural awareness and insight into health care issues
    • Ability to exercise sound judgment and make decisions independently
    • Extremely flexible, and have the ability to cope with stressful situations and frustrations
    • Ability to relate to and motivate local staff effectively
    • Creativity and the ability to work with limited resources
    • Excellent decision making skills
    • Team player and strong communication skills, both oral and written
    • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
